Education: LL.B. Queen's University 1986, B.A. Hon. St. Francis Xavier University, 1982 (Political Science).

Professional Experience: Partner, Conway Davis Gryski, 1996-present; Chernos, Conway, 1988-1996.

Mr. Shea has acted as counsel in over one hundred hearings, applications, motions for leave to appeal, and appeals. He has appeared before all levels of court in Ontario (Provincial Court, Superior Court, Divisional Court, Court of Appeal) and the Assessment Review Board, primarily on behalf of assessing authorities and municipalities in proceedings arising under the Assessment Act and related legislation. Prior to the elimination of assessment appeals to the Ontario Municipal Board in 1998, Mr. Shea had an extensive practice before the Municipal Board. Mr. Shea has extensive experience related to the valuation and appraisal issues concerning all types of hospitality properties (hotels, motels, nursing and retirement homes).

Related Experience: Mr. Shea has written papers and has been an invited speaker on the topic of municipal assessment and taxation for various organizations including the Institute of Municipal Assessors, the Law Society of Upper Canada, MPAC / OPAC / Ministry of Finance, and Osgoode Hall Law School.

Mr. Shea a co-author of the “Assessor and the Courts” prepared (and recently updated) for the Institute of Municipal Assessors.
