Ms. Lunau has acted as counsel in over one hundred hearings, applications, motions for leave to appeal, and appeals. She has appeared before all levels of court (Superior Court, Divisional Court, Court of Appeal, Supreme Court of Canada) and the Assessment Review Board, primarily on behalf of assessing authorities and municipalities in proceedings arising under the Assessment Act and related legislation. Prior to the elimination of assessment appeals to the Ontario Municipal Board in 1998, Ms. Lunau had an extensive practice before that Board.
In addition to appearing before the Courts and tribunals, she regularly provides advice to clients in both the public and private sectors on matters relating to municipal assessment and taxation.
Related Experience:Ms. Lunau has hosted three conferences on municipal assessment and taxation. She has written many papers and has been an invited speaker on the topic of municipal assessment and taxation for various organizations including: Association of Municipal Tax Collectors of Ontario, Institute of Municipal Assessors, International Association of Assessing Officers, Law Society of Upper Canada, MPAC / OPAC, Ministry of Finance, Osgoode Hall Law School, and private continuing education providers.
She was an invited member of the Assessment Review Board’s Stakeholders Committee, responsible for updating the Board’s Rules of Practice and Procedure.
Ms. Lunau was an editor and a co-author of the "Assessor and the Courts" prepared (and recently updated) for the Institute of Municipal Assessors. She also developed and presented a full day "Complaint Procedures" training program to MPAC staff throughout the Province.
